I've installed the plastic acrylic ones but they seem like a PITA if you have to take them off for regulation purposes.
How well do the static cling hold up. I would hate to lose one going do the road. Are they easy to take off and reapply
I vote for the acrylics if you have to take them off for inspection. Taillights can be removed in seconds and about 5 minutes for the front corners (done from the inside).
I'm not sure how strict your regulations are, but I have an entire blackout kit on my car (from C5vetteLS1) and just got it inspected in january with no questions.
I have the static cling ones and they have held up pretty well so far. Ive had them on the car for about five years with no problems. Eventually I will be replacing them with the ones from Corvette Enhancements.

The blackout parts and the black cherry parts offered by Richard (C5VetteLS1) are several classes above the static cling and screw on parts offered by the accessory vendors. His parts are OEM parts that have been coated and as a result, the fit is perfect, the quality is OEM and it looks like it came that way from the factory.
Richard is a great vendor - first class service and products....highly recommended!!!
Static cling are great for the exact reasons you mention. I was quite surprised how much I liked the look of them after installation. They can be tricky to put on, but done correctly they will stay on. Mine have been on for over three years (front and rear).
I bought an extra set of tail lights and sprayed them with a very light coat of lens paint. $50 for the lights & $9.99 for the paint (Nite Shades). Looks perfect and I can always go back to the stock if i want.
