You should maybe price out the s/c to see how far that will be in your future. With that expenditure you will be in excess of 450rwhp. The basic Procharger is more like 490rwhp. If you want a 400rwhp car then you don't need a blower for that and putting the gears on your list of staged upgrades makes more sense.
Check the mod lists of some of the other cars on the board to give you an idea of the parts you will need. FYI here is a link to a 400rwhp C5 I was looking at buying last summer where he has listed his engine mods.
