Lowering the car is a must in my opinion if you go with bigger wheels.
for tracked cars (road, strip, autox), it's prolly best to stick with 17/18's, but IMHO, for all around street "wickedness", nothing beats a vette lowered on 19/20's. especially black.

.. my vote: leave the suspension stock. I've done two HPDEs and the instructor put my Z through corners at speeds I didn't think possible. I'm pretty sure we would have flown off the road and wrecked if it had been lowered. I'm staying stock ride height and wheels and investing in brakes and a better seat. A set of Toyo T1Rs has already made a big difference in handling.
The video came with your car when purchased new. If you bought it used, that's why you were unaware about it. In the video there is a segment on tracking the Z06. They actually talk about and recommend lowering to improve handling. To the doubters, even the General says lowering is the way to go. John Heinricy, the performance handling chief at GM, has won many SCCA championships driving C5's, so I guess he would know. BTW, I had my car aligned at the shop that builds his racecars and does work for GM. They really know how to set up the car and it made an amazing difference. The shop is Phoenix Automotive in Palm, PA. which is near Allentown. It was a two hour drive for me and worth the trip.

I have my Z lowered on stock bolts and run Auto-X and HPDE's. The car actually handles better if it is properly lowered. Check out the GM video that came with the Z06, they recommend lowering it 15mm to hit the handling sweet spot.
