I just bought a 99 hardtop and i am fixing a few small things. One thing i noticed is that the ac and heat both work but only when on the highest (5) setting. I dont have dual climate control. I have been searching for a while with no luck. Thanks!
I think you need a blower motor resistor...
I had to change it out in my wife's Trilblazer.
The resistor changes the current to the fan adjusting the blower speed. When it is on 5 the resistor is by-passed so the fan works.... when it is on settings under 5 since the resistor is blown nothing works..
I hav enot seen this issue on the C5... but search for it...
here is a link to the fix for the Trailblazer... I suspect the concept if not the location is similar across GM vehicles
I am not sure I am understanding the problem as you described it, but I can tell you this much... The Dual Climate control does not work when you are on the either the coldest temperature setting (60) or the highest (90). I seem to remember reading that in the owners manual.
