I plan to buy a cat-back for my C5 and was thinking of buying an X-pipe and headers as well. I know the catback alone should not lean it to much but with combination of the X & Headers should I think about having the car tuned? I know this is a minor upgrade but I was thinking in the past upgrading the intermediate pipe and headers on other cars leaned them out pretty good.

Catbacks won't change anything other than exhaust tone (which is still worth it!).
Headers and x-pipe can add close to 30rwhp, not insignifigant. Many header systems only use 2 of the O2 sensors, so you'd have to get the rear's tuned out anyway, or you'll throw codes.
I'd get it tuned after the header install. But keep in mind what other mods you're going to be doing in the near future. I just installed my headers, but am waiting until I get gears and high stall TC before I have a full tune done.
