I Purchased a hood insulator for my C5, at my local GM dealer. The first time that it arrived it was defective and the second time that it arrived, it was bad as well. The problem is that the black outer cover isn't pasted well and it has several wrinkles and looks very bad Since it's not worth paying for it, I had to request a refund. My question is: Is it imperative to have a hood insulator? If it is, can it be manufactured out of some other material? I was told by the GM dealer that they aren't going to order any other because they always come in damaged. Any comments?

No - it's not imperative that you have one. Most if not all of the folks running aftermarket hoods have no insulator.
There are a couple of options - you could order a custom airbrushed pad from PaulaH. You could also contact Carmotorsports and order the kit they sell which is a blanket that covers the stock insulator.
You didn't say what's wrong with yours - you might be able to clean it up, and paint it yourself......
Took my insulator off and had the underside of the hood painted and some airbrush done. Didn't want to have the liner painted to have it come apart later.
