Have you read the CL sticky at the top of the C5 Forum?
Is the column locked? If yes, you can sometimes free them by jerking back and forth on the wheel.
Do you have a CLB installed? If no, get one from Corvettes of Houstaon and install it following the directions. Part of the install involves a cigarette lighter plug in that will unlock it.
Have you had any of the terrible GM recall modifications done on the car. If yes, that is probably the problem and again the CLB will probably fix it.
DO NOT TAKE IT TO THE DEALER AND LET THEM FURTHER MESS UP YOUR CAR APPLYING ONE OF THE BOGUS GM FIXES FOR THIS PROBLEM!
