A: Yes. Your car is run up to very high RPMs. It should be in excellent shape with good clean oil before taking it there. If anything breaks, it is not the tuners responsibility unless they did not strap it down correctly.

Dealers will not do it. You need to search in your area for a good shop. I suggest posting in the regions section of this forum.
Q: What does it cost?
A: $350 up depending upon the shop you get and your level of mods.

one more thing. I am trying to think about this from a person new to this type of things perspective so bear with me.
They hook up a laptop computer to your ECM (Engine Control Module) the computer that controls you car. They can turn off things like tire pressure sensor monitoring and on a M6 the CAGS (Computer Aided Gear Selection System).
They can also adjust the shift points in and shift firmness in an automatic car, when you cooling fans come on, and some many other paramaters to help improve your cars performance and driveability. Once all these changes are made, they save them to you ECM and the changes are permanent unless a dealership or some other shop messes with your ECM. Make sure your tuner saves your tune just in case.
I think some of the guys got a little carried away.To get to the basics,They strap the car to a chassis dyno that gets spun by the rear wheels in our case. Thus the term rear wheel hp.Then the computer wizzards hook up and can tune timing,air fuel curves and all kinds of stuff.They can optimize any and all operating paramiters,or tune for specific performance ideals or engine mods.factory specs are a compromise and can usually be improved upon.When you add cam,heads or headers,the factory tune doesn't/can't take advantage or make full use of these improvements and that's where the computer guys come in and they use the dyno to get the best out of the combos.It's strapped down with the rear wheels on the dyno rollers that have a calculated mass that takes energy to move(thats how the power is calculated) they drive it just like it's on the road.they go through the gears to 4th which is 1 to 1(direct drive) ratio 5th and 6th is overdrive
