We have a guy in our auto-x group with a similar set-up, but he also hits speeds close to 175mph+ at HPDEs and doesn't bother taking it off for slower events. So you never know.
Went to lefthandracing.com and found Jake Latham.....he may have sold this vette. ....but is a serious solo racer. In one of his entries, he said the rear end was seriously loose....maybe the wing was an answer. Plus he participates in a lot of BMW events.....so the steering wheel is probably a good joke.
I thought the wings were mounted through the glass into something solid? not just screwed to the deck. I know thats the way a friend of mines "1 lap" z06 is. Maybe thats just the way he did it.

You are right....it is interesting. I don't know if this guy tested in a wind tunnel or not, but the effort looks serious and professional. Not like this car I saw today...a Honda Civic with a bolt-on wing that would paste the ***-end to the pavement at 25 mph!!
Smaller wing for higher speeds makes sense....hence....bigger wing for slower speeds (Solo).
slower you go, the bigger your wing is going to have to be. Look at F1 cars at Monaco (slowest) vs. Monza (fastest). If you're racing and allowed to use aero devices, you've got to do it or lose.
