I have a 1998 That I need to replace the wiper switch on. I removed the torx srcews under the wheel that allows the plastic housing to seperate. My problem is even though the upper and lower halves are apart they will not slide out past the wheel.
What else do I need to do or remove to allow the upper piece to come off so I may remove the switch.

The upper piece is held in place by a reverse torque head screw (Socket Needed). The screw is on the right front side of the cover.
Get yourself a nice bright drop light to see it. Local auto stores sell the sockets if you don't have one.
You'll probably need to remove the knee panel as well... it makes things easier. Whether it's possible to remove the steering column covers WITHOUT removing the knee panel... I don't know. But having that panel out of the way sure makes it easy to maneuver the lower steering cover out of the way. THe thing is, that the lower cover has two hooks in the back that "hook" onto latches on the top cover. SO even though you can seperate the two halves, you can't just pull them apart without maneuvering that bottom piece backwards (towards the front of the car) to disengage the hooks. ajg1915 is right about the reverse torx screws as well. Once you have that bottom cover off, stick your head underneath and look up inside the top cover from either side of the steering column. You will see one silver bolt on each side. a 4mm socket fits this PERFECTLY. A 6" extension will help you reach the bolt.
I put a writeup together last month when I repaired my blinker switch. Have a look... many of these steps will apply to you as well, and should help explain what I just tried to type out.
