I don't think it is rubber because I get it on the front too. Is it tire shine that is being spun off? If so, is there a tire shine that won't fly off. I think I'm using Armor All super shine or something. I spray on and walk away.
I got the same thing on mine Sat when I washed it and used the foam on forget tire cleaner. I think it leaves come residual crap on there.
Cleaned it off twice so far and it hasn't come back.
Try using a cheap paintbrush. You can control the amount of dressing you apply better than with the sponge. The old timers applied "sugar water" dressing that way.
Tire dressing -- put on too thick and not wiped down afterwards. I use Son-of-a-Gun" protectant, applied with a rag. Works great, lasts for months, and there's no cast-off. Works great on all your rubber trim, too.

Clean it off with Simple Green and get Zaino Brothers Z16 Tire Gloss. It DRIES on the tire, and does not fling off, and does not attract dust. Its all I use now.
