I have a 1999 C-5 with dual climate zone. I can not change the temperatue or turn the HVAC off with the "off" button. I can use the AC button and it will shut off the compressor only. Has this happened to anyone else? Everything else works great. Help!!!!! Also I can adjust the fan speed, and the vents.

Gremlins!!!!
Try pulling fuse #27 in the passenger footwell. Leave it out for 60 seconds before you put it back. That will make the HVAC controller reset, it may or may not help. If not, you may have a problem with the controller.
Probably a bad controller. There is a place to send it for a rebuild, contact digitalguy_1@charter.net.
Last I heard it was around $50-$75 for repairs.
There is also a DIY to repair bad solder joints on the circuit board. However, that may not be your problem. I would suggest contacting the above email to see what your options are.
FWIW, here's the DIY: http://forums.corvetteforum.com/show...dim%20display?

That's a bargain. A friend of mine had one go on his C4. Cost him over $700 to replace his controler.
