Default Lower temps

How can I keep my 2002 Z06 running cooler? I see that I can put a lower temp thermostat in, but what is the best way to get the fans to come on earlier? Can anyone suggest a tool to programatically change the cars computer with a laptop interface? :chevy

It was running water temp around 220 last fall. Seems to heat up in stop and go traffic. I would also like to autocross this car someday. Lower temp = more power!
