I would think it's mostly the pads. We have rear cooling ducts also and I don't get anywhere near the dust in the back that I experience in the front. It's the pads and the fact that the fronts do 70% of the braking. Try some Hawk pads or the GM ceramic. I understand they are much cleaner.

I use the Napa Ceramix on the street and they stop just fine with no dust. The Delco's should work equally well if not better. Hawk also has a new ceramic pad, but I don't know anything about it.
