Look under the hood and see if the compressor clutch is engaged and running with the A/C on high. If it is short cycling on and off it is low on refrigerant (or possibly empty) You will need to have a shop put some gauges on it, leak check the system and recharge the system after the leak is repaired. That would be the first thing to check.
