I think you have enough doubts that maybe this is not the car for you. Why just stay in the KC area? Expand your search to St. Louis or other major markets within a reasonable distance from KC. There are plenty of C5s for sale out there, many with low mileage and lots of options for a great price.
Our beloved C5's have not held value in this market gracefully - for many reasons, not the least of which is the relatively large number of cars out there.
I have heard of many great deals on C5's lately.
Although a 98 is a very good car, you would likely be able to find a more refined (i.e. later model) coupe for the same price.
I cannot tell the option list on the car you have linked to, but when I was in the market for a coupe for my wife, we found a highly-optioned 99 coupe with 21000 miles on it, and paid $22000 - that was over three years ago.
Do your research and determine what options are important to you.
Our car has the sport seats - and that is a non-negotiable must have option in my book. We also have the performance axle (this is only for automatic cars), the dual roof option (not a big deal - we only use the clear one anyway), the HVAC automatic climate control, memory seats (nice!), telescopic steering column (another nice to have feature), 12 disc cd changer, and the HUD (love it or leave it - we love it).
The lesser optioned cars will not have the memory package or sport seats, nor will they have the hud, cd changer, etc. etc.
The intelligent buyer will arm themselves with as much information about the car as possible, and will know what features the car MUST have and what features would be nice but are not deal breakers.
By posting here and asking, you are proving that you care to do your research, but I would step back and do some more reading on options and determine what you would want to live with in a car that you are going to buy.
Consider these facts;
1) This is not a highly optioned car for the money
2) This is not a particularly low mileage car for the money
3) This is not a car you are in love with regardless of money
4) This is early October, heading into winter weather, heading into "not the season to be selling a Corvette" so prices will be down another 10-15% before spring and..............

Just went through this in buying my C5 in August. I looked and looked but i was moving up from an 1985. I also posted here for help. I got all the good advice your getting. I finally found my 2000 at a dealership. Its a fully loaded Convertible. I'm still finding features. After posting' members advised me to get the car that seemed best for me. Long story short the dealer came down a bunch and threw in a 1 year extended warranty on a 18,000 mi car. Don't settle for the first one you come across unless you know its the car for you.

You can check KBB value, it's at $14.5. Now I did assume it's not loaded with options, but even then your $15K offer is right on the target.
Don't get screwed by people trying to rip you off. Notice the first line "Hard top convertible"? Anyone who loves corvettes wouldn't name their vette that... It sounds like the seller either doesn't know much about vettes or he's trying to sell to people that know nothing about vettes. "Rear wheel drive".. really? "AM/FM cassette".. even my cuz's previous car.. a 1992 toyota tercel had that.
Yeah, as others have said, go to St. Louis. That might be where I'm going to try to get a vette this winter when prices get lower. They have so many cars. You can find nice BMWs, vettes, caddys, and etc. Just be patient. Good luck!
