Help! How do I fix this?

Since you cannot make any adjustment on that one side, I doubt that using a bottle jack to relieve the tension on the end of the spring will provide enough space to slip the bushing back into place. Is the bushing torn where the adjustment bolt seats into it? If so, it probably won't stay in place anyway.
You might have to completely remove the spring (drop control arms, shocks, sway bar, etc). If you do that much work, you might as well replace the spring and adjustment bolts. Good luck...
To take the spring out, get the car up on jack stands. Put a jack under the end of the spring in the Y of a control arm to take the weight off the control arm. Then pull the lower control arm bolts (mark them so you can get them back in the same place). Pull the arm out and over the end of the spring. Then, remove the straps holding the spring in and lower the jack. The spring will then come out.
You can get C6 style lowering bolts that have a thin bushing on them to replace yours. The rubber had de-vulcanized from the bolt making that adjuster garbage.
I know there are others here who have pushed the insert out of the spring and then put it back in. But then, yours is loose enough to turn now which isn't a good sign. However, some body panel epoxy would likely glue it right back in place. Worst case, you will have to replace the spring.
