I live in Chesapeake with my Z but I'm Navy and it's licensed in Ohio. I keep the front plate off even though BOTH Ohio and VA require one. I've yet to have any police say anything about it even though I drive it constantly around here and VA Beach. Haven't quite figured out if it's because they don't know the Ohio law, don't care, or for some reason can't write a front plate ticket for an out of state car. I seriously doubt it's the last but who knows.
