mine quite working after the dealer did the column lock "fix" - when I took it back they found the ground wire loose - I think they accessed it under the column rather than removing the steering wheel. Like yours, the horn worked with the alarm - but not when pressing the horn button.
What year is your car? (No info under your profile).
If it is an 2001 or later A4 you do not need to worry about the column lock. If it is a pre-2001 then start by reading the first few pages of this link:
To find out what GM has done to the car take the VIN to any GM dealer and ask them to print you the GM Service History for the car. Should be NO Charge for them to do that. If they want to charge go to another dealer.
Just start a new post asking for your vehicle's service history - a few members have access to the VIS which is where GM stores the records, you'll need to include your VIN in that post. Also, shoot a PM to DeeGee - he has schematics in softcopy - the switch in the steering wheel does go bad, but it usually shorts leaving you with a horn that beeps when it wants to. If this is your problem you'll need someone that can safely work around airbags.

The horn has membranes in that go bad from prolonged exposure to heat and age. These membranes are located in the air bag and cannot be purchased separately.
You'll need a new air bag if that is the cause. The ground wire and the hot wire are connected into the steering column.
My holder for the power (red) lead went and I had to pull the whole steering column apart to replace a $6 part. Not a fun job.
