Pardon the dumb question, but have you tried pushing it back up behind the fender? It should tuck up behind the fender edge, and it may not be warped, just out of position (in other words, it may be just that it's being held down in that position at the two points of contact between the liner edge and the fender edge, and a good shove may pop it back in place).
Looks like it had been pulled on at some point. Did you ever remove the liner?
Probably could get a replacement from Gene Culley.
It was removed a couple years ago, but this just appeared a couple weeks ago?

Yes, I tried pushing it back up - pops right back down?

Have not seen anything like that happen. If pushing it back up doesn't help, then you just may have to get a new one. Thankfully they are not terribly expensive.
do you use a lot of chemicals( cleaners and shine makers) on the innner fenders. It may be a result of that. I have seen that happen with some solvent based cleaners on other cars.
The liner is very flexible. There is a screw at the top of the liner that pulls it up to the body. Make sure that screw is in place. The screw just goes into the fiberglass behind the fender and it is very easy for somebody to strip out the fiberglass when they re-install the liner and tighten the screw. If the screw is missing it is the same size as the other 7 screws that hold the liner in place. If the hole in the fiberglass is too large insert a small cotter pin into the hole so one side is inside the body and the other is visible. This will shrink the space in the hole and give the threads on the screw something to grab onto.
Mine hasnt done that, but one time I was driving down the highway and went over a bridge and I bottomed out and my inner fender went flying out and hit the guy behind me. He didnt care but he thought it was crazy something flying off such an expensive car.

With 8 screws holding it on it is hard to imagine the liner coming out unless somebody was screwing around with it and didn't install it correctly.

Especially troublesome if your car is lowered on the shocks. I hit a road gator on the way to Bowling Green last summer and blew my rear one out completely. It got tangled with the rear wheel and rubbed so hard it began smoking. We had to remove it right along the highway. Cost me about $500 to replace.

Thanks for the pics - I at least "feel" better now.
BTW - all my screws are in place and tight including the top one. I will remove the liner during the holiday to see what is going on. I have used Griot's undercarriage spray on all 4 wheel wells for the past 8 years and the other three are fine - so I doubt it is anything I used on them as far as chemicals.
I could be wrong but I think it is plastic. If it is take a heat gun and warm it up real good, push it into place and use cold water to reset it.
Heat and cold can do weird things to plastic. Prior to heating it I would loosed all the screws holding it in place and tighten after it goes back in place. Could be undue pressure from hte screws.
