Unless my memory is playing tricks on me, that exact same picture, and exact same question floated through here about 2 months ago. However, I don't remember who the manufacturer was, but it is a custom center cap, FWIW.....

given the title "wheel maker" i think he had a shop custom make it for him. There are many shops that can build 3-piece wheels in any design you want for the about $750 a wheel. There is a place in Los Angeles that does it too

the studs of the HRE are different than the one posted by the OP...
wheels makers can make ANY wheel you want, they can even make them look 99.9% like any name brand rim.. and they actually come out sturdier and lighter...
