HELP NEEDED! Is this C5 worth it?

From the few photos, I see a few things different (good or bad):
1) It looks like the taillights have the seals
2) The rear end between the passenger side taillights seem to have a spot of something (scratch, etc.) I cannot tell what it is when I zoomed in.
3) The front fog light covers are modded.
4) No polished wheels, no HUD, so it's a basic one with no equipment package?
5) There's a "strip" along the side of the car under the mirror, what is that for? (just appearance thing?)
If I miss or got anything wrong let me know. Obviously it's pretty cheap for an 03 but with another $2K or something for extended warranty, would this be worth it? No carfax shown but he claimed that the autocheck is clean, no accident, etc. Also, does anyone know about dealer laws in New York? The guy said NY forces dealers to give 30 day "warranty"? He said I'm welcome to do any inspection I want as well.
Any input would be appreciated. My budget is to stay under $20K ($20K would be max but it's safe to keep more cash in hand). I've been looking and I noticed that I can find 01-02s with pretty low mileage for under $20K, at the same time, I can find higher mileage 03-04 for the same. What does everyone think? Is it better to trade 20-40K miles for 1-3 years newer or the other way around? Right now I'm leaning towards 03-04 with higher miles than 01-02 with lower miles.
P.S. if you don't want to help, please don't post destructive comments as SOME have done in the past. I'm sincerely asking for opinions. Thanks.

From a year perspective most problems with C5 power / drive line were fixed in the 2001 model year. Not a lot of difference between 01's to 04's
white is a plus, 6 speed is a plus.
hard to say anything else about it with out looking at the car in person.
the seat does look a little rough in the pics.
if it is what you want, go check it out.
Anyway, it's $17K (maybe willing to work it down) but that's what it's listed for.
I know the interior doesn't look "well kept" but it doesn't look "trashed" either, right?
What do you guys think about the "line" across the side?
Also, is 60K bad for MN6? Does clutch need work soon?

I dont think white is a premium color, Unless its what your looking for.
If someone wants to sell a car they should at least detail it first .

I don't particularly like white either. The colors I'll accept are silver, grey, pewter, torch red, white, black, and blue. Obviously year to year some colors were changed but any variation of those is fine with me... white is close to bottom of my list of colors though.
And the dealer used to have $17K on the ad, but I guess it's removed now.
I'd keep looking! It's hard to tell with the pictures, but . . . what I did see I did't like. I just got the feeling that it has been trashed and not taken care of. For some reason it gives me the impression it has been repainted and not a good paint job. Just a feeling when I look at the pictures. The front bumper and headlights just seem like they don't line up well. The rear bumper looks like the paint is chipping. The radio bezel looks like it was just slapped back together and isn't fitting properly. Carpet looks like it has been messed with. Brakes look a little trashed, rusty etc. The seats look pretty tired as well. Sorry it just does't feel right, to me. The only way to know for sure is to have it checked out in person.
There are a lot of nice C5's out there to choose from, take your time. Better safe than sorry!

Who puts a pin stripe on a Vette?
If you are willing to spend 20K you should of found a really clean one by now I would think.
