Just received a Legislative Alert from C.C.W.P.:


Pa Reintroduces Bill to Ban the Use of Aftermarket Exhaust Systems

For the third time, legislation (H.B.471) that would effectively prohibt the use of exhaust systems other that a "factory installed muffler" or a muffler meeting factory specifications has been introduced in the a House of Representatives by rep Michael K. Hanna (mhanna@pahouse.net). The bill has been referred to the House Transportation Committee.

CONTACT REP. HANNA AND MEMBERS OF THE PA HOUSE OF TRANSPORTATION COMMITTEE IMMEDIATELY TO REQUEST THEIR OPPOSITION TO H.B.471

Please contact members of the transportation committee today to oppose this legislation. This bill unfairly tramples on the rights of vehicle enthusiasts in PA.

This is why I left NJ!

I vehemently oppose this, although I wouldn't mind it applying to them fart-can mufflers which are popular amongst the ricers!

Does this proposed bill apply to catalytic converters and headers or just mufflers?

Will they take our existing aftermarket systems off? or is this going forward and from tomorrow you cannot change? Sucks! whichever way it goes. If the car passes emissions inspection that should be sufficient. Tea party anyone?

What the hell happened to a free country.Even if it goes into law their going to enforce it for a short time,it's like window tint here in N.Y. and I'm sure most if not all states anything over 35% is illegal, how often do you get pulled over for it. Good luck on your work,your fighting for the entire country.

Just sent an email to each and every one of them. Thanks, robsc501 for providing that list and making it so easy. Seems like all you get done any more is watchng out for and complaining about all the crap these politicians keep trying to pile on us!

That would suck big time. I have 2 very close friends there with loud cars. Maybe that will force them to move though?

We need a bit more info, folks. Left out of the original post is the following language which is part of the amendment:

"or other effective noise suppressing system in good working order, in constant operation and in compliance with the maximum noise levels permitted under subsection (a). "

Basically, this means that you can go aftermarket (but no cutouts) and must meet the maximum noise level provisions.

Now, I have an aftermarket exhaust, I live in PA, and I am not particularly worried. I Googled the subsection (a) restrictions but could not find them. However, if the limits are reasonable I suspect most aftermarket Vette exhausts will be OK. (In fact, the amended act clearly specifies side-pipes and headers are OK provided the maximum noise levels are not exceeded!) Can anybody find out what the mandated maximum noise levels are?

Further, I'm probably in the minority here but I believe reasonable noise restrictions are important -- a REALLY loud exhaust is every bit as annoying to the general population as a boom box, jackhammer drilling at 3 AM, or one of those 5,000 watt "basemobiles" cruising our city streets. Hate me more, but unmuffled Harleys are among the worst offenders and are clearly a target of this statute. IMHO, that racket is the height of disrespect for our neghbors (and sounds remarkably like an unmuffled VW Beetle) .

Read it again -- not emissions but noise. Ya want someone to blast their rap music at a zillion watts outside your home all night? I assume not. It would, after all, interfere with your rights as a private citizen.

Loud exhausts might be music to our ears but not to everybody....

I have to agree with Argent C5. I'm not a fan of obnoxiously loud exhaust on either a car or a bike. As long as they set reasonable limits on how loud an exhaust can be to be acceptable, I wouldn't have a problem with what they are proposing.
