Pa Reintroduces Bill to Ban the Use of Aftermarket Exhaust Systems
For the third time, legislation (H.B.471) that would effectively prohibt the use of exhaust systems other that a "factory installed muffler" or a muffler meeting factory specifications has been introduced in the a House of Representatives by rep Michael K. Hanna (mhanna@pahouse.net). The bill has been referred to the House Transportation Committee.

Please contact members of the transportation committee today to oppose this legislation. This bill unfairly tramples on the rights of vehicle enthusiasts in PA.
I vehemently oppose this, although I wouldn't mind it applying to them fart-can mufflers which are popular amongst the ricers!
Does this proposed bill apply to catalytic converters and headers or just mufflers?

Basically, this means that you can go aftermarket (but no cutouts) and must meet the maximum noise level provisions.
Now, I have an aftermarket exhaust, I live in PA, and I am not particularly worried. I Googled the subsection (a) restrictions but could not find them. However, if the limits are reasonable I suspect most aftermarket Vette exhausts will be OK. (In fact, the amended act clearly specifies side-pipes and headers are OK provided the maximum noise levels are not exceeded!) Can anybody find out what the mandated maximum noise levels are?
Further, I'm probably in the minority here but I believe reasonable noise restrictions are important -- a REALLY loud exhaust is every bit as annoying to the general population as a boom box, jackhammer drilling at 3 AM, or one of those 5,000 watt "basemobiles" cruising our city streets. Hate me more, but unmuffled Harleys are among the worst offenders and are clearly a target of this statute. IMHO, that racket is the height of disrespect for our neghbors (and sounds remarkably like an unmuffled VW Beetle)
