The problem is that I didn't get the little black tool that is reqired to remove them. Does anyone know where I could get the tool. I made a tool that will work, but it's a PITA to use. Maybe I should just throw them out and get new ones. Thanks.
If you are willing to throw them away anyhow, i would take the chance on having them stolen by supergluing the movable parts of the caps together so you don't need a wrench to remove them.
If you've seen these things, you will notice that a socket won't work. The metal part of the cap spins freely while the inner black plastic peice is what screws on. The tool reaches around the metal cap and grabs the plastic part so that it can be unscrewed. That's what makes them theft proof.

Call up Ecklers and see if they can tell you who the original manufacturer of the locking caps is. If they can, give them a call and ask if you can get a replacement tool.
