Got caught in a storm last night and had to turn the headlights on 5 times before they poped up,is this the way they act when the gears start messing up?
No, if it was a headlight gear it wouldn't happen to both at once. (the passenger side is most often problematic btw)
Also at first they still pop up, but just make grinding noises (on the way down usually)
Your headlight control module (bolted on the passenger side headlight) is probably going out. May have started to separate and moisture is getting in (that is why they started acting up in the storm)
These are just my experiences it may not be the case for your car

That makes since ,yea both would not go up,I had that happen a few years ago and it never did it again until last night, thanks for the help.
When I bought my car used, it would take several times to get them to open. I bought a new battery, problem solved. It may be hard to believe but I am thinking your battery is going. You could have it checked.

Don't think it's the battery but will have it checked out,man that would be nuts if that's the problem,I notice a post on here from last night ,the guy said he jiggled the headlight switch stalk, I haven't noticed if that works or not.
Check the battery, make sure it's tight enough. I had similiar problem
and it was just a question of loose terminal... read my previous post
of 6/24. Do the headlights make any noise? Do they work without engine on or with the twilight feature on? If the headlights work
without noise, and only under certain circumstanes, it could just
be a loose terminal.
My high beams were not working properly recently. It turned out to be the "multifunction switch" (directional sig. unit). It does a lot, and is a complicated piece of equipment. Do a search on this, it seems that it is responsible for a lot of headlight issues.
