More than likely it's the emergency flasher causing the problem. The next time that your turn signals don't work, push the flasher button a few times and see if they start working. The C5 turn signals go through the emergency flasher. You can either replace the emergency flasher switch or install a hyper flasher bypass cable.
Do a search and you'll find lots of threads. In fact, my 01 coupe is experiencing the identical problem right now. I've ordered the bypass cable.

Very common problem, there is a harness available that you can use that bypasses the flashers. It's from www.wingwaxers.com called LED flasher bypass harness. The only other fix is to replace the flasher switch but that is a major PIA from what I hear not to mention in time you will have the same issue. I have the bypass harness and it works like a charm
