What is the cheapest way to ship a box the size of 20''x13''x14''containing a set of complete headlight assemblies.

Post Office of FedEx should be able to do that no problem.

Put it on a Greyhound Bus.

I'm pretty certain that USPS, UPS and FEDEX have on their websites a section to accurately compute shipping charges with weight/dimensions of the package from zip code to zip code...

find someone with a fedex or ups shipper account.

a box this size should run around 18.00 to 24.00

You asked the cheapest way, That would be Greyhound, But they have to be picked up at the terminal.

The Post Office is by far the cheapest route to go in shipping something the small.

Have your origin and destination zip codes, the weight and the dimensions and go to www.usps.com. You will have three options, Express Mail, Priority Mail and Parcel Post (most expensive/fastest to least expensive/slowest). With "click and ship" you can print the label with or without postage and take it to any Post Office.
