Based on your experience in this instance you actually still think that?
I'd be willing to bet it isn't factory paint on that area, as it should've come off that easily at all. It sounds like it was touched up and that's why it flaked off so easily. Even if you're the original owner of a car you can't guarantee that all of the paint is original as a lot of new car dealers will repaint small sections of their new cars if something happens on the lot (such as someone scratching the paint, dropping something on the car, minor accident moving the car around on the lot, etc.)
HOW TRUE!! Back in the 70s just after college I worked in a GM Stealership one summer...Almost every car arrived from transport with some issues/damage...I recall about 1/3 to half needed to visit the body shop for paint flaws...not all problems were transport damage, some was just bad finishing at the factory, no time to fix, cheaper to let the dealer fix it at 'factory' rates, which were starvation rates, well below the hourly the public was charged..
One thing I learned, they LIE and SWEAR truth in the same breath in most dealings with the public. Oh well, I made a few bucks and learned that stealerships of that day were free of any moral guideposts. I was just a lowly service dept. greeter/writer, but saw all the crap that went on...I always treated customers with respect and courtesy, and never suggested service beyond what was needed, EVEN when the bosses pushed for 'specials' and bonus pay for un-needed services. 3 months was enough!
