Based off the way it looks cut, I doubt it was a professional install. The edges aren't straight lined, so it looks to be wedged under the glass, probably glued either by heat/time or actual tape.
I'll have to go with the CIA tracking device----I've got a 2000 FRC Torch Red without a tag. If it's on the outside, I'd rip it off and forget about it!
I've been doing work for new car dealers for over thirty years and I've never seen anything like this ever on any car, regardless of brand. If it's stuck to the outside of the glass I would just scrape it off.
