4th gear grind...HELP!

4th gear grind...HELP!
I have a 99 frc and it seems to shift into 4th gear ok, but only when it is at a low rpm. When I am WOT it seems to always give a lil grind before it goes into 4th.
I changed the clutch fluid 3 times until it was clear. I thought it was fixed with the flush, but it came back...not every time but now sometimes. very wierd.
Do I need to flush it again? Bad shifter? Trans problem??? Any help would be greatly appreciated.
