No help here, I have seen a lot of covers and never seen any with fiberglass on them.
Maybe they were custom painted and the fiberglass was used to help keep the heat from the heads away from the paint.
They are Z06 covers on a 2000 FRC. I opened the hood and saw that the cover was popping off and I pressed down and the insulation was holding it back from clipping into place. The guy said it was "old school" to keep the heat towards the motor and out away from the underhood area. I'm just going to remove it as I'm sure it can't be hiding anything.
I could be wrong but I thought that C6's had some sort of rubber or foam insulation under their rail covers, and I thought it was only for valvetrain noise reduction. I've never seen anything with fiberglass for heat purposes though.

I've never heard that keeping the heat towards the engine is a good thing. Even in the "good old days."
My Lingenfelters do from them factory direct. I was told to reduce paint issues with the heat.
I've got the same set up as you with the the Lingenfelter fiberglass fuel rail covers (mine came without insulation) and have never had a problem with the paint on them.
WKMCD.....Now that's GOOD old school, very sharp, I like it!
I've got no special paint on the car or on fuel rail covers. It looks like the pink panther got stuck underneath the covers.
You can see in this picture the insulation around the oil fill cap.
