Ideally, I'd haggle to try to get the purchase price a little less than what kbb or edmunds has it at. I wouldn't expect the seller to just give the car away but I'd want to get a good deal too. At the most, I'd pay what is worth unless supply was short or the mods helped to raise the price.
I also think the values are pretty comparable. From my research, I think the KBB is too high at the moment because from what I can tell, it does not reflect the market of the past few months that has seen prices decline.
As to vert versus Z06. If you get a Z06, not feasible to make a vert out of it, but if you get a vert you can always add a supercharger that will more than compensate for the difference in power of stock models.
This is now always true, but most of the time the z06's are more abused than the verts.
I see the verts beeing more of an old guy owner, and the z06 a younger guy.
But like i said that not always true, and with 26k miles the cars wont have any problems.

$26 for the Z06? Then I should probably pull the trigger. I think I can get it for about $23,500.
it totally depends on the history. im assuming its a single owner from a grandpa that had no mods done to it and was most likely not driven very hard. if its from a young guy that put all kinds of mods on it then i would go for around 23-24. reguardless, 23 is a decent deal for a low mileage z06.
There are too many Corvettes for sale and not enough buyers. This pushes prices down. The economy is in bad shape and people do not want to spend their savings. The banks are not giving out loans like it's 2007.
They are both low miles which is good. KBB gives the Z06 a trade in value of $20,125 and the Vert a value of $20,275 with the given miles and year.
I personally would not pay more than $15,000 for either of those Corvettes. The market is so bad that sellers are desperate. For every buyer there are 100 Corvettes for sale. I see the same Corvettes for sale on Craigslist month after month, the price keeps falling. People that thought they could get $19K for their C5 have lowered their price to $13K and they still can not sell.

One more negative about buying a 2004, it is the last year of the C5. The frugal buyer looking for a C5 will look at 1997, 1998, 1999, 2000 and 2001. The buyer wanting a nice Vette will look at early C6's that have 400+ HP but are starting to fall in price. I saw a 2005 with almost 100K C6 selling for 19.9K.

I'd also want to have the ZO-6 looked over REAL good. Were those 26.700 gentle miles or did some one beat the hell out of the car since new. I'm always afraid of a car with a ton of mods. I don't want to buy a weekend warrior at the drag strip!

On the other hand, the 2004 contains all the refinements made over the years of the C5. If going with the C6, some prefer the engine mod made in 2008, and those are quite a bit more expensive than a 2004.
Too many variables to give you an answer. NADA, KBB, your internet, and you get some idea on $. But, it's what turns you on enough to part with your $ that counts. Good luck whichever you choose.

I've had both and prefer the Z06. The vert made me feel confined with the waterfall and no room behind the seats. The Z is very solid and the extra 55hp is nice as well.
Assuming that they are well maintained and attractive color combos, either of those cars should be in the mid 20s private party sale. A bit higher asking price retail. Having had both at the same time, I would chose the vert. On the nicest days I would leave the Z06 at home in favor of top down motoring.

As far as being able to tell if it was whipped on...what do I look for? Try to be aware of how it drives, runs, rattles etc? What condition should the tires be in with 26,700 miles? Anything else?
Low 20's for either. Either has their category of buyer, some want vert's others want Z's. Sellers have to be patient and buyer's have picks of the litter. The 2004 model has some 2005 refined features in them. There still are mid to late year model generation C5's are still in pristine condition, low mileage and under warranty.
