check to make certain that the drains in the wiper area tray aren't clogged close with debris. they could be overflowing and allowing water in through the fresh air ducts which could cause the water to flow downward from that area over the pedals.

I don't know of anything other than the drain utters that could cause a leak. If you park outside You would not believe how much leaves and dirt and a sludge buildup in the cowl area and how to flush it all out. Even my little Cavalier gets a lot, especially during the fall.

There are three, at least on my 99, drain utters all on the drivers side.
If you shine in a light, you should see the front two. You can slide your arm down and feel them. It's a tight fit if you have a big arm. If they are clogged you can feel the tubes are full of junk. If they are, put a hose in the cowl and run water slowly and squeeze the utters. Sounds like milking a cow. That will push out the clog. Look at this first.

Above is good info but there are TSB's on various leaks w/ the windshield/ I went through seven visits to the dealer w/ my o3Z and then finally it was a 1/4" hole driver side top behind the molding. They found it when they pulled the windshield. Tech told my he had three same spot and it was common. Mine ran down the pillar and under my dash to the padded kick panel under the sterring wheel and would drip on my feet or calves. I'm in Florida so I would feel it w/ shorts and sandles, butt could imagine this could get by you otherwise.
