Once you have a strong magnet, here is the procedure:
To train the sensors, you need a strong (preferably u-shaped or circular) magnet. Some people have gotten them from Radio Shack, Home Depot, etc. An old speaker magnet will often work. These can be obtained from car stereo installation places from the factory speakers they replace.
1. Turn the key to ON (don’t start the car).
2. Press the DIC RESET button to clear any warning messages, if they are present.
3. Press the OPTIONS button and cycle through the menu until the display goes blank.
4. Press and hold the RESET button until FOB TRAINING appears on the display.
5. Press the OPTIONS button once and the TIRE TRAINING message should appear.
6. Press the RESET button once, and the LEARN LEFT FRONT TIRE message appears.
7. Hold a magnet over the valve stem on the left front wheel. You may have to move it around the valve step to hit the right spot.
8. When the horn beeps (about 5 seconds later), programming is complete for that wheel.
9. Program the other three wheel sensors as directed by the DIC message display. The sequence is as follows: Left front, right front, right rear, left rear.
You only have about 30 seconds, I believe, to train each tire. If the sensor isn’t reset in that time, the training program shuts back down.
If your sensor isn’t reading the pressure correctly, this procedure will not help. You can try letting out almost all of the air in the tire and refilling it. Sometimes that clears the sensors. If not, the sensor probably needs to be replaced.
What does it say on your DIC? I just bought mine and the previous owner took it to Discount Tire to get new tires put on. Ever since then the Tire Sensor Warning goes on whenever i start the car. Same issue with you?

The DIC reads: Serv.Tire Mon. Sys. also I have no reading on the right front tire. I have an appointment at the dealer tomorrow to replace the sensor and reprogram the sensor.
With some knowledge from a retail side of this issue. Don't take the car to a dealer to have a new sensor installed. They are going to charge a very large sum of money a supposedly oem sensor. However after ordering sensors for my 99 I can tell you that the one the dealership priced me and the one that I purchased wholesale from one of our suppliers, they are the same exact sensor except for a huge price difference. I wouldn't even sell the sensor retail for as much as the dealership quoted me. You are better off taking the car to a good tire shop that has the new TPMS software and tools and have them order you a sensor and replace it. They should also retrain the sensor to the car as well as check the other sensors for defects. Normally when one goes bad the others are not far behind, unless the one was broken from installer error of the tires.

Can you contact the previous owner of your car and ask if he replaced any of the sensors?
If not, and the original tires are still on the car, I would assume the original sensors are still in the tires and all are due to fail any minute now.

The procedure will work for your "99" You need a stong magnet and you must program the sensors in the order specified in the procedure.

Try reprogramming your sensors. If it doesn't work, they may have damaged the sensors when they installed the new wheels, or the guy installing the tires didn't put them back in, and sold them on Ebay. It wouldn't be the first time.

The batteries are ten years old (If they are the original sensors). They will be dead soon. You will need to get new ones, or replace the batteries, or send them to someone who rebuilds them. The sensors have a date code molded into the plastic. It looks like a clock face. the numbers in the middle are the year of manufacture, 98, 00, 03 etc. the arrow or clock hand points to the month, 1-12.
