Default Help with DRL/front marker tinting

I am having a guy tint my whole light set for me locally with good quality paint/clear, by a professional painter. He has done a beautiful job on all of the lights except the fronts. He sanded off the DOTs on all the lights and took the row of diamonds off of the bottom of the fronts. He is having trouble getting his clear/black base mix to take to the DRLs. He says the paint surface is "cracking" each time he sprays them with the clear/black base mix. The lights are brand new by the way becasue my old one were cracked and chipped. I had done the old ones myself and had the same issue with the fronts only. They looked ok with the lights off, but when the DRLs were on the paint looked cracked and fisheyed when the light shined through. I tried it 3 times, with and without adhesion promoter, and he has gone with and without promoter as well. The fronts feel like a different, harder platic than they others. The whole light has been sanded and prepped multiple times.

What gives?

Suggestions?

sounds like silicone in the paint, did he try sanding them down before applying the adhesion promoter?

All lights were prepped the same. All markings removed, then whole light sanded. Something different with those lights? The other 9 look great!
