I need some touch up paint for my 99 c5
where is the paint code sticker on the car. I look everywhere
I cant find it

Glove box and I also heard on the early models it was in the rear center cubby, Any paint store will have a chart with the paint codes on it, Even the AutoZones, Kragens and such will have it in a book, All you need to know what color your car is.
You say your car is blue, This should be it.
not sure if there was another blue in 1999.

A co-worker of mine drives a '99 Nassau Blue Coupe - This is the car that caused me to finally get off my azz and buy my Vette 364 days ago.(coincidence that it's also Nassau Blue)

Paint coes are on the RPO tag, usually just about dead center on the tag. An exaple of a ciode on a 2002 Electron Blue Corvette is WA 779J
The 23U type numbers are OEM ordering codes used by the dealers when writing orders to the plant.
The WA number that you will find on your RPO tag will be the color code for your car...
Check this list... C5 & C6 paint codes
As mentioned above, some older C5s have the RPO tag on the under side of one of the rear compartment lids and the newer C5s have the tag on the inside of the glovebox lid.
