Eckler sells a kit for $50 that will do this.

Need more details of what you have to figure out what to recommend.
The kit i have came with two lights housings using H9 bulbs and a wiring harness. I am going to use HID instead of the halogens. I donno if the harness that came with the kit will allow the lowbeams to stay on with the highs.

I bought that same kit. I did a test on one side using the supplied halogen H9 bulb and the
supplied relay harness. It worked fine. Low and high beams on when switched to high, lows only when on low.
Then I put the harnesses in when my H9 HID bulbs arrived... wiring the low beam connector
to the HID ballast.
Turned on the low beams and the high beams came on too! Switched to high and nothing changed...
So I yanked out the relay harnesses and just have them working as usual...

Looking at the relay harness wiring and where the connectors go I can't figure out
why they worked right with the halogen bulb!
