Default column issues?

Recently I had one key that would periodically not start the car.

The other key always starts, some times the security light comes on.

Should I replace the ignition lock cyl, the keys, or both?

Try cleaning the first key with alcohol, particularly around the resistor pellet. If there is a build-up of gunk (you probably can't even see it) on the pellet, the sensors will not be able to read the correct resistance and therefore, won't allow the start command.

That's the first thing I would do. Could solve your problem and is much cheaper than either getting a new key or replacing the lock.
