So for a 18x12 do we use a c6 z06 offset with t2 flares?

bingo!

on an L5-equipped c5, the ideal rear wheel setup that i've found is 19x12 +43mm with a 345/30/19.

this is from taking a stock 19x12 +59mm C6 Z06 wheel and spacing it out 5/8" or 16mm.

i believe the TPE quarters are slightly wider so you'd have to go to about a +40mm-ish wheel.

Cannot advise without knowing what width wheel is going on the front. (and how much wider the fenders are compared to stock).
