The front license fill plate is connect at the dealership.. the lower portion of the plate is connected to the front facia by two Phillips head screws. Once these are removed you , push the fill plate down and out which will disengage a couple of tabs which hold the top inplace...
If you are talking about the grid found when looking from under the front of the car by the middle air foil .. that is actually the AC condenser... right behind that you will find the actual radiator which is spaced about 2 inches from the condensor. How I clean mine is I wash it down with a strong stream of water from the front, and through the fans in the rear..I made up a solution of dish washing detergent and hot water and spray the condenser and radiator , then respray with a strong stream of water... I made up a 90 degree air nozzle for my compressor with a long reach , and I remove the radiator shroud.. I then blow from the rear of the condenser, and from the rear of the radiator and I get about a half cup of dirts and sand , I do this once a year in the spring.. it takes about an hour to do it. Does a great job. You can buy a long reach blow pipe at Harbor freight or sears, Harbor freight has one with a 45 degree tip which will work but the 90 degree works better
