It goes to the fuel rail stop which appears to be removed in that pic. I remove this from all my cars when the intake comes off. Its a saftey feature to stop the fuel rail from moving in a front end collision.

Kind of a pain to install, you have to remove the fuel rail to get it under the cross tube of the rail. In the process I pinched 2 injector o rings and had to replace all of them.
I believe they or someone else makes a 2 piece one. but if you are more decent then me you wont screw up the install in the first place and the 1 piece is nicer in my eyes
