I have 2002 Z06 with long tube headers, high performance Cats, cross over mid section with Borla Stinger exhaust. I have codes P0420 and P0430 showing which indicate a problem with the Cats. If there was a problem with the sensors would this show up also? Is there a way to test the sensors before replacing the cats or is that what the PCM is for?

In my experience(though not with my current Z06), hi-flow cats can easily trip the 0420/0430. Just the nature of the beast. A tuner can tune out the codes, thereby eliminating the CEL light. Some report success with putting the O2 sensors in anti-fouling spacers, but it doesn't work every time. Since you know you modded the cats, the codes aren't really an indication of a malfunction. It's just annoying to have that light on, and you won't see any real malfunctions, as the light is already illuminated.
My suggestion for you is what I plan to do when I go longtube/catless/Xpipe. I will get the car dyno and road tuned. This will optimize my timing, AFR's, and fuel trims over the entire load and RPM range, get the most performance out of the mods, and also allow for the tuner to remove any pesky codes from tripping the CEL.
