Is the oil only on the upper part of the threads when you remove it?
If so, most likely a valve cover gasket leak.
If it is on all the thread, you have a very strange and bigger problem and there should be lots of black smoke out your exhaust. (if the oil is wet, not burned)

If the electrodes are clean you probably have a leaky valve cover gasket. If the electrodes are black and oily wet you have a problem with rings or valves letting oil into the combustion chamber. More information is needed.
Are you sure it's oil or is it just a dark brownish color on the threads the color of used oil? Recently when I changed my original OEM plugs, the thread areas were all the color of used oil but were not oily. The thread color was, I'm sure, a material put on the threads by GM prior to installing the plugs at the factory. Just a thought for you to ponder. Good luck, Ron
