:I read the FAQs on the steering column. I recently bought a beautiful magnetic red automatic with 23,000 on it. The local dealer gave me a print-out and under stated actions it said RC 01044 electronic steering column lock-posted date-N/A status closed. I took that to mean that the recall was done and all was well. One day, while I was cleaning the interior I noticed that the steering wheel locked up, with the key off. Was the recall not done if this is the case? Confused
There were a few recall tries from GM. The first was to get into the ECM and tell it to shut the car off if the lock does not disengage, when car is moving over 2mph. The next was to remove the locking pin, so the steering wheel can't possibly lock, but the ECM sometimes still thought it was locked, so the car would not go over 2mph. The 3rd fix was to install a "K harness", which was to fool the ECM that the lock was disengaging. The "K harness" is a failure, or will become one. The CLB from the likes of Corvettes of Houston, is basically the same thing, something that fools the ECM, but suppose to be better quality than the GM K Harness, as the K Harness still allowed the locking motor to run, which sometimes would engage the 2mph issue. The CLB (aftermarket) doesn't even try to lock the wheel, so no wheel lock motor will sound.
So..... looks like you had some of the recall work done, but not all. The 'removing of the pin' will NEVER allow the steering wheel to lock, so your car never had the locking pin removed.
Buy a CLB, install it per the directions. If you have the K Harness, you'll have to remove it.
Search on this site for a picture of the K Harness, someones got one posted, fairly recent (within last 6 weeks).

I started the ....Today I am a man thread......I had the recall done and don't know if they used a K harness. I just installed the CLB today and everything seems to work fine. Before my wheel locked when I shut it off and removed key,now it does not lock at all.

If your car is an automatic and year 99 and the column physically locks with the key out of the ignition then the NHTSA recall ( 04006 (4 different variations 04006, 04006a, 04006B and 04006C0) has NOT been done to the car. All automatics between 1997 and 2000 should have had the lock ring replaced with a smaller one that prevents the column from physically locking if the NHTSA recall was done.. RD 01044 is the GM Customer Satisfaction program service that was done on some cars before NHTSA issued the formal recall in Jan. 2004. Date on your service was probably well before 01/2004
That said I would NOT take the car to a dealer even though you could have the NHTSA recall performed. If you allow that to be done the one very bad thing they will do is set the fuel shutoff to 2 mph.
As stated by others, get a CLB and install it. The column will no longer lock at all. Best $50 you will ever spend on the car...........
Thanks for the great information about my car!! I am planning a trip to Arizona in a few weeks so I will install the clb and forget about going to the dealer!! This forum has been so helpful to me over the years. My last vette was an 80, quite a different beast.
