Can also be a bad ground or open circuit or bad horn
Start by checking fuse 11 in the engine compartment fuse box. Also relay 36 in that same fuse box. Perhaps swap with relay 37 or 38 or 39. If none of those it starts to get interesting.

Check to make sure your horns are secure.My horns wouldn't blow so I crawled under the car and found the nuts holding the horns had backed off and were loose ,I tightened both horns and they worked again.Also check the connections to make sure they are making a good connection at the horns .It's a possibility you could also have a bad horn relay which could be located in the steering wheel or in the fuse panel under the hood or in the second fuse panel located inside the car under the passenger dash.
