One of my tire sensors is showing a pressure of 40psi on the DIC. The tire has 32lbs but the value doesn't change. It was working fine until the O-ring was replaced. Any help on why this might have occured or if you can reset it. Just wondering if the sensor can get messed up from something like this or if it was just a coincidence and they are starting to fail.

According to your profile you own a 2001. Correct? That has the later style TPMS and do NOT utilize an Oring to seal them. Here is a link to a thread that contains pics of the two different styles:
Read the rest of the posts in the link above and you will see what the "rebuild" kit is. The leaking problem may have been as simple as the "nut" that holds the TOMS in the wheel may have been loose and needed tightening. can't say for sure why the sensor always reads 40lbs. i have never heard of one failing and reading a set value. Did you by chance attempt to repair the leaking tire by using one of those kits that put a liquid into the tire to seal it??? If you did then you may well have destroyed the sensor.
No, I did not put any fix a flat or other in the tire. I may need to try and reset the sensors. Can this be done and if so, where can I get step by step instructions.
Check the pressure in the other tires with a gauge. They may have been moved and reading in the wrong position. If one of your other tires reads 40, you'll know that the sensors need to be programmed in the correct order.

Here is a link to a thread that has the procedure.
1. Turn the ignition to ON.
2. Press the RESET button in order to clear any IPC display warning messages.
3. Press and release the OPTIONS button on the DIC to scroll through the display options until the IPC display is blank.
4. Press and hold the DIC RESET button for 3 seconds.
5. Press the OPTIONS button again until the TIRE TRAINING message appears.
6. Press the RESET button until the IPC LEARN L FRONT TIRE message appears in order to begin the programming sequence.
7. Install the J 41760 (Magnet) over the left front valve stem.
8. The horn will sound, indicating the left front TPM sensor is programmed.
Important
If the horn does not sound after 15 seconds, remove then reinstall the TPM sensor programming tool. This procedure may have to be attempted up to three times in some instances.
9. When the horn sounds, proceed to program the next TPM sensor in the following order as directed by the IPC messages:
* LEARN R FRONT TIRE
* LEARN R REAR TIRE
* LEARN L REAR TIRE
