Did you look in the oem lug key spot on the car?
In the rear in one of the compartments.
If not maybe the dealer can get you one or have a tire shop remove them for you.
I was missing mine too and wanted to keep the locks. 2 companies supplied them to GM, McGard and Amcor.
I have an 01 and mine was Amcor. Took a good head on pic of the pattern and sent it to them and they matched the key.
You might want to check the lugs on the car to be sure you even have locks. Just remove all the plastic caps from the lugs on one wheel. Then you'll know for sure. Ask me how I know about this......

I bought my 03 new and have never heard of these--were they a dealer installed option?
Can remove it with a socket pounded onto the lug key
Take a socket preferably 1/2" drive which almost fits over the lug key.
Pound it on with a sledge hammer. Use the socket to remove the key.
Take a screwdriver or other steel rod and run it thru the socket. A whack with the hammer should release it. I paid $5 a wheel to a gas station till I found out their special tool was a socket.
Sometimes dealers have a master set of keys. This will almost certainly cost you the vette tax.
If someone who didn`t have an OEM Lug Key wanted to take their Vette to an independent garage, what to do?
Where can you find an OEM C5 lug key?
I had bought my 98 Coupe used and it was suppied with a lug key but it was not right for the wheels. I bought a OEM set of lug nut locks from GMPartsHouse.com and a lug nut key cutter from a parts house and did the work. I have a air compressor and air tools that were very helpful. I tried to get AMCO is send a key replacement but the key replacement card that came with the original paperwork was not the lug locks on the vehicle. Strangely I had the car it for state inspections and the shop never had a key to pull a wheel and I was never asked.

I used to live in PA. Remember when they started failing inspections for rust holes anywhere in the body. You could pass with duct tape over the holes. In MD you only get an inspection when you title the car. The police COULD stop you and issue a citation which if not fixed in 14 days can cause revocation of plates. Aren't government agencies great?
