I'm not entirely sure (heck, I'm not at all sure) of what you're asking here. The post kinda rambles.

But,
You should be asking in the C6 section since this is a C6.
The battery being dead is . That is not why it failed inspection.
Get the inspection sheet from the seller. It will say WHY it failed.
If it is under warranty, tell the seller to get it fixed, pass inspection, and give you a call back.

Good luck

He's right on the first account. Not necessarily on the 2nd. There are emissions readiness monitors that have to run, and complete successfully before a car will pass the OBD2 plug-in test. The monitors run under various driving conditions, so it's possible the guy didn't drive the car enough before taking it in.

That's basically what I'm talking about. However, the drive time is really not dependent on mileage. There are specific driving conditions that have to be met.

A dead or removed battery CAN cause emissions failures. This is because it resets all of the emissions monitors.

Each monitor has its own set of criteria that has to be met in order for it to pass. For example the catalyst might require a cold engine start, engine must continue running until running temperature, travel at 55mph for a minimum of 15 miles, throttle position of 0-60%, open loop status...etc...

So in other words, just drive the dang thing for a couple hundred miles.

Can't clear codes in a C6 DIC

Yup, like I said above, each monitor has its own requirements. Best thing to do is drive it for a few days or couple hundred miles. You can also pick up mini scanners from Mac or Matco that list the monitors and will tell you if they are passed or not.

In NYS 96-00 cars can have 2 monitors not ready, and 01+ can have 1 not ready.

I have been told that you have to go through 7 ignition cycles before it will pass, by a local corvette dealership. I have no official document to back that up.

safety inspection failures are normally brakes, E-brake failures, tires, brake fluid leaks anything that can directly cause a loss of control or the failure to control.

Or, perhaps he was just lazy and didn't want to explain it all to you.
