1) Make certain that if your car has the GM K Harness, the you disconnect BOTH ends of it and plug the CLB into the female connector that is attached to the bottom of the dash. Here is a link to a pic of a K Harness:

Then scroll down to the first pic.
Be certain that you do NOT plug the CLB into a female connector that has only two wires, one white and one purple. That is the female connector of the K Harness.
2) If your car does NOT have a GM K Harness, then check in the passenger footwell to the left of the fuse box and above the BCM (large silver box) for the presence of a spliced purple wire with a relay that has a purple wire going into the splice. Here is a picture of exactly what that will look like:

Then scroll to post 1030
If you have the spliced purple wire and relay mod then you MUSY bypass the relay in order for the CLB to work correctly. Here is a link to a thread that describes the details of how to bypass that relay:

Then scroll to post #3.
3) Last thing to do is check the state of health of the battery. Bad or weal battery and or loose or dirty battery cable are the MOST COMMON cause of the column lock symptoms. This time of year the heat is taking it's toll on batterys. Here is a link that talks about checking the battery health and why the dash gage readings cannot tell you the state of health of the battery:

Then scroll to post #1155 and read the second paragraph.
