A "waveguide" and you are 100% correct! I did my own Halo mod and installed brighter LEDs for the Halo rings, turned out good.
For those who don't know, the Halo Mod seperates the Halo ring form the rest of the light and turns into the Parking Light, leaving the center LEDs to be the turn and Brakes...

Normally the whole tail light will light up (without mod). When you hit the brakes they get brighter just like stock so people know you have applied the brakes.
With the mod (lights on) the halo ring is on by itself until you hit the brakes. Once the brakes are applied the rest of the light comes on so others know you hit the brakes.
